Slovenia Stops 5G Due to Health Risks

The country of Slovenia has postponed the approval of spectrum to support 5G services until the effects of the technology on humans and the environment are investigated. As Minister of Public Administration Rudi Medved said at a press conference in Ljubljana , the issue of the effects of 5G technology on health will also be discussed this month. They expect wide participation and “confrontation of all opinions”.

“I am aware that we will not come to a definitive answer, as there is no such thing at the global level. 5G technology is not yet well established in everyday practice for studies to give results that can be said with certainty that 5G technology is completely harmless, “ the minister said. Nevertheless, he emphasized that 5G technology was undoubtedly the technology of the future and that it would be inadmissible for Slovenia to become a “lonely island” without this technology.

He also commented on the withdrawal of the strategy on frequency band allocation prepared by the Agency for Communication Networks and Services of the Republic of Slovenia (Akos) from the government’s agenda. As he said, the agency has been preparing the strategy for longer than expected. “At the last minute, so many criticisms and comments came to her account that we removed her from the agenda and we want further reflection,” he explained.

The minister was critical of those who did not comment in the public debate, “but now there are ideas about inter-ministerial working groups that should introduce such and other recommendations and restrictions into the strategy.” “It is quite clear who is preparing this strategy and who is obliged to take all these aspects into account in the public debate. We have not seen any attention paid to this in the public debate,” he said.

Namely, Akos proposed to the Ministry of Public Administration the establishment of an inter-ministerial working group, which would include at least the Ministries of Health, Environment and Spatial Planning and Public Administration. The president of his council, Luka Dekleva , was also critical of Akos’ work . As he said, they were informed about the health effects of 5G technology last summer and proposed measures to the agency. “The agency’s management has complied with the measures in part,” he said. According to the Akos council, the strategy does not take into account the health aspects of 5G enough, nor does it take into account the circumstances that follow the tender. “We believe that the agency’s management should play a more proactive role in clarifying health aspects as much as possible and reaching more substantive conclusions,” he said. he added.

The Minister was also critical of Akos’ warnings about the European Commission’s penalty if Slovenia does not hurry with the frequency auctions. “We are not missing anything. We are creating a lot of fog around this,” he stressed. This was also pointed out by State Secretary at the Ministry of Public Administration Leon Behin , who reminded that the deadline for ensuring the use of certain frequencies is June 30 this year. “However, this cannot be done by the members in the entire territory of the country if it is not done by the neighboring Member States as well,” he warned.

In Slovenia, the band around 700 Mhz is “more or less cleared” , but Croatia, Italy and Hungary have warned that they will probably not be able to ensure the use of frequencies by the deadline. The Ministry of Infrastructure will therefore inform the European Commission that Slovenia will probably not be able to ensure the use of frequencies by 30 June.

Behin also stressed that it is not necessary for the operator to establish 5G technology after acquiring frequencies. “These are technologies that were applied for in the tender when the decision was awarded. It can also be 4G or other technology,” he added.

Akos rejects the minister’s accusations

Representatives of the Ministry of Public Administration have already responded to Akos, where they describe some of their statements as misleading and untrue. In a press release, they wrote that “it is clear from the law (on electronic communications) that the agency is responsible for preparing at least a three-year radio spectrum management strategy, which must be submitted to the government for approval and then published on its website. “

At the same time, the agency emphasizes that none of the documents received from the Ministry of Public Administration even mention the health aspects of the introduction of 5G technology. “Throughout the process of preparing all versions of the strategy to date, the Agency has submitted this three times to a public consultation, where no one has highlighted the aspect of health protection in the comments,” they wrote on Akos.

The Agency reiterated that it is their responsibility in the introduction of mobile technologies to provide operators with appropriate radio frequencies through a public tender in accordance with the strategic guidelines of the Ministry and the Government of the Republic of Slovenia. While, in accordance with the applicable legislation, it does not have direct competence in the field of assessing the effects of technologies on human health, nor does it engage in research into the effects of radiation on humans and the environment. According to them, this is the responsibility of the Ministry of Health and the Ministry of the Environment and Spatial Planning.

Adopting an agreement on the Radio Spectrum Management Strategy foreseen for December 5, 2019, we withdrew from the session of the Government of the Republic of Slovenia at the initiative of the Ministry of Public Administration, or my initiative, as the Minister responsible for this area.

The Agency for Communications Networks and Services (AKOS) is obliged to prepare the strategy. The government gives its consent to it, but we have identified some shortcomings in the document before accepting the consent at the Ministry of Public Administration. Namely, we received a number of serious comments from the economy, and the document did not contain relevant content regarding the potential health risks of the introduction of 5G technology. That is why we have decided to carry out a new round of coordination and reopen the debate on potential health risks. In January 2020, we are planning a broad debate on which, at our initiative, we will invite all key stakeholders from different sectors, experts, representatives of the economy and interested public. Our firm intention is also to illuminate the issue of health risks from all angles in the introduction of 5G technology. By no means is the government “secretly” or secretly adopting anything of this nature. There is no legal basis for the encore, and anyway it is our intention to act transparently in the public eye.

As for the company you are mentioning, let me make it clear that the Ministry of Public Administration has nothing to do with it and I do not know if anyone and how interferes with your mail. The ministry here never authorized anyone to do anything like this. I also received the competent mail through the leader of the LMS parliamentary group, so he normally received the mail.

Concerns about 5G legitimate, says minister!

Ljubljana – Public Administration Minister Rudi Medved rushed to reassure the public on Friday that concerns about 5G technology were given due attention. But while he deems the concerns legitimate, he also said that Slovenia needed 5G.

Speaking to reporters after a protest against the introduction of the 5th generation wireless technology, Medved said the ministry was planning a debate this month to discuss its impact.

The ministry expects broad attendance and “a clash of all opinions”.

“I’m aware we won’t find a conclusive answer, as there hasn’t been one globally. 5G technology hasn’t been established in practice to an extent that studies could produce results based on which we could say conclusively that 5G is completely harmless.”

However, the minister said that 5G was definitely a technology of the future and that it would be unacceptable for Slovenia to remain an “isolated island” without the technology.

Medved criticised the management of the Agency for Communication Networks and Services (AKOS), which the agency’s council has found has not given sufficient attention to G5’s potential impact on health.

The agency has drawn up a strategy for distribution of G5 spectrum frequencies, which has been removed from the government agenda.

Medved said the agency had been working on the strategy longer than expected. “At the last moment there was so much criticism of the document, we removed it from the agenda to allow for further reflection.”

The minister also berated those who failed to contribute remarks in the public consultation, “while now ideas are popping up about interdepartmental task forces which are supposed to enter recommendations or restrictions into the strategy”.

The criticism was in response to AKOS proposing a task force that would include representatives of the ministries of health, environment and public administration at least.

Luka Dekleva, the head of the AKOS council, said the council proposed measures relevant to the impact of 5G on health last summer, but the management followed the proposals “only partly”.

As a result, the strategy does not take health aspects of 5G into consideration enough. “We believe the agency’s leadership should assume a more proactive role to clear up health aspects as much as possible.”

AKOS reacted in a press release saying that the ministry had not raised any issues about health concerns, adding that the agency had asked for guidelines as soon as it was tasked with drafting the 5G strategy in mid-2017.

The agency said it took into account strategic documents of Slovenia and the EU. It sent the first version of the strategy to the ministry in May 2018; in March 2019 it received new guidelines from the ministry.

None of the documents the agency received from the ministry mentioned any health concerns and neither did any of the responses AKOS received during the three public consultations carried out since the agency first started drafting the strategy.

Moreover, the agency does not employ experts in the field and asking it to assess health risks of 5G would be forcing it to overstep its legal powers.

AKOS also said that the minister had not met AKOS director Tanja Muha despite the agency’s requests for a meeting. This, according to AKOS, is hampering cooperation between the ministry and the agency.

The EU-wide deadline to allow effective use of the 700 MHz band for wireless broadband under harmonised technical conditions is 30 June 2020.

“However, member states cannot implement that throughout their entire territory unless neighbouring countries do that as well,” Public Administration Ministry State Secretary Leon Behin said.

In Slovenia, the 700 Mhz band “is more or less cleared”, while Croatia, Italy and Hungary have indicated they will not be able to secure the frequencies by the deadline.

Therefore, the Infrastructure Ministry will notify the European Commission that Slovenia is unlikely to be able to secure the use of the frequencies by 30 June.

The operators acquiring the frequencies will not necessarily establish 5G technology. “The technology registered in the application granted the frequency may be 4G or some other technology,” said Behin.

Countries That Have Stopped 5G Now Include New Guinea and Slovenia

In 2017, doctors and scientists asked for a worldwide moratorium on 5G due to biological and environmental risks.  Since 2018 there have been reports of people and animals getting sick where it was turned on (see 1234)In February 2019 the telecom industry gave U.S. congressional testimony that they have NO scientific evidence that it’s safe.  Worldwide opposition continues to increase due to biological and environmental risks and MUCH MORE (see 1234).  Many cities, countries, and organizations have taken action including banning it, filing lawsuits and issuing moratoriums.

Thanks to Environmental Health Trust for compiling an international list of where 5G has been halted or delayed.

The growing awareness of the health impact of the 4G/5G densification is resulting in action by policymakers worldwide. Cities are issuing resolutions and calls for research before deployment. There are citizen organizations in almost every country working on this and a growing list of public officials speaking out.

5G opposition and warnings continue to increase in the U.S. as well (see 123).  Lawsuits have been filed (see 1234).  In December 2019, doctors, scientists, engineers, and public advocates asked President Trump for a Moratorium on 5G.

More bad news:  it’s not just 5G that isn’t safe.  All sources of cell phone and wireless WiFi radiation – 1G through 4G – are harmful too.  Exposure can increase cancer risk and much more.  In fact, pollution from all sources of Electromagnetic Radiation (“Electrosmog”) is harmful.  Experts insist we should be reducing sources of Electrosmog – not increasing it.  Despite all of this, the “Race to 5G” continues worldwide and includes satellites blasting 5G and WiFi from space.
